中国公益人士与世界肝炎联盟主席会谈常伯阳案

2014年8月21日下午,我国反歧视公益机构郑州亿人平发起人陆军在伦敦会见了世界肝炎联盟主席查尔斯.戈尔(Charles Gore),双方谈及了郑州亿人平机构近况,包括近期郑州亿人平另一位发起人常伯阳律师被变换罪名抓捕的情况。亿人平是世界肝炎联盟成员。
陆军向戈尔主席介绍了常伯阳律师在病毒性肝炎方面的工作,尤其是对乙肝病毒携带者的帮助、以及参与发起了促进乙肝病毒携带者权益等公益工作的郑州亿人平机构。
陆军谈到常伯阳被拘捕案,帮助乙肝病毒携带者却遭遇如此不幸,陆军并向戈尔主席提交了相关文字资料。
根据陆军的介绍,常伯阳被抓捕案件正受到广泛质疑,例如,一些法定程序没有被严格遵守,而且常伯阳被警方拒绝会见律师,也违反了中国的法律。中国的116名乙肝携带者曾就此案致信郑州市公安局、司法局和律协,呼吁办案单位和看守所“依法善待常伯阳”。
世界肝炎联盟主席戈尔表示赞赏联盟成员抗击肝炎的工作,将会考虑如何在这一事件上提供协助。
世界肝炎联盟是 2007 年 12 月 5 日在瑞士日内瓦注册成立的非营利协会。该联盟不与任何政党的政见保持一致,不参与政治活动,不以信仰、宗教、无宗教、种族、性别或性取向为由进行歧视。
世界肝炎联盟是世界卫生组织(WHO)每年“世界肝炎日”的官方合作伙伴,还具有联合国经社理事会特别咨商地位。

知名公益律师常伯阳,曾发起“三鹿奶粉志愿律师团”,为乙肝携带者、艾滋感染者、进城务工者、农嫁女等弱势人群代理了大量的公益案件,以及代理了有关宗教人士、少数民族人士、“被精神病”的访民等人群的维权案件。2014年5月28日,常伯阳被郑州警方以“涉嫌聚众扰乱公共秩序”刑事拘留,继而于7月3日被检察院变换罪名以“涉嫌非法经营罪”批准逮捕。
Chinese NGO activist meets President of World Hepatitis Alliance about lawyer Chang Boyang’s arrest
(Zhengzhou Yirenping, September 11, 2014) In the afternoon of August 21, Lu Jun, the co-founder of Chinese anti-discrimination NGO Zhengzhou Yirenping, met Charles Gore, the president of the World Hepatitis Alliance, to discuss Yirenping’s current situation, which is that its co-founder Chang Boyang was detained and arrested. Yirenping is a member of the World Hepatitis Alliance.
Lu Jun introduced lawyer Chang Boyang’s work on viral hepatitis to Charles Gore highlighting how Chang had helped people living with hepatitis B and had co-founded Zhengzhou Yirenping which promotes the public interest the rights of hepatitis B carriers.
Lu Jun then spoke about Chang’s detention and arrest to the president and the unfortunate consequences for his work to help people with viral hepatitis and provided some documents about the case. According to Lu, it’s widely questioned that some of the procedures have not been followed correctly and Chang has been denied access to legal advice, which is against Chinese law. Lu also said that on June 11, 116 hepatitis B carriers and their families signed a joint letter to the Zhengzhou Public Security Bureau (PSB), Justice Bureau, and Bar Association, expressing their wish that the police unit handling the case and the detention center “treat Mr. Chang in a lawful manner.”
President Charles Gore responded that the Alliance values the work of its members in the fight against hepatitis and would therefore consider how it can assist in this issue.

The World Hepatitis Alliance is in official relations with the World Health Organization (WHO), with whom it partners to organise World Hepatitis Day each year. The Alliance is also in Special Consultative Status with the United Nations Economic and Social Council (ECOSOC)
