致联合国公开信：成立对中国的国际人权监察机制

公开信收件人: 联合国秘书长安东尼奥・古特雷斯, 联合国人权事务高级专员米歇尔・巴切莱特, 联合国各成员国

我们，以下连署机构，共同呼吁成立国际机制以处理中国政府的人权侵犯行径，并敦促阁下采取果决行动以达成此一目标。

2020年6月26日，50位联合国人权专员史无前例地呼吁”为维护中国的基本自由采取果断措施”。他们特别指出中国在香港、西藏和新疆的大规模人权侵犯，在新冠病毒疫情期间禁止信息流通，以及对全国各地人权维护者、记者、律师和批评政府人士的迫害。

我们各组织也十分关切中国侵犯人权为全世界带来的影响。中国攻击海外人权维护者，在世界各国打压学术自由，并且从事互联网审查与数字监控。我们强烈反对中国提倡不顾人权的发展，纵容有政府撑腰的采矿业者造成环境劣化，以及在华人士所受到的、或中国国家行为体在海外实施的种族歧视待遇。

我们遗憾中国积极扭曲联合国人权理事会的职权，提倡”合作”先于问责，而且反对一切旨在向世界各地重大人权侵犯和国际犯罪追究责任的倡议。中国利用在联合国非政府组织（NGO）委员会的席位，无故阻挠某些NGO获得咨询地位，同时却认可许多政府设立的NGO（GoNGOs）。中国常阻止人权维护者进入联合国设施，抹黑NGO场边会议的讲者是”恐怖份子”，还威胁各国代表团以吓阻他们出席联合国有关人权侵犯（例如新疆暴行）的场边活动。

当联合国人权事务高级专员、各种特别程序和数十个国家敦促中国遵守国际人权标准，中国却反呛这些忠告是”严重干涉”中国主权的”不适当说法”。

一个国家若认为自己可以不接受任何检验，就是对人权的根本威胁。中国作为全球超强之一而期望得到这种待遇，每个人都会受到影响。

我们因此支持联合国专家们的呼吁，人权理事会应召开特别会议，对中国政府侵犯人权的幅度加以评估，同时应成立一个公正、独立的联合国机制，对这个问题进行密切的监测、分析并逐年发表报告。我们敦促联合国秘书长指派一名特使，符合其《人权行动呼吁》，我们也呼吁人权事务高级专员履行其独立职权，监测并公开报告中国的广泛人权侵犯。我们支持这项呼吁，联合国各成员国和所有联合国机构都应该利用一切与中国当局交流的机会，坚持中国政府要遵守其国际人权义务。

我们怀着全球团结与伙伴关系的精神致函，诚盼阁下迅速着手抵制和补救中国当局作出的重大人权侵犯。任何国家都不应凌驾于法律之上。
